NTSA: How to Apply for Alternative/Forced Transfer Through E-Citizen

If for one reason or the other you are unable to get the car owner to initiate ownership transfer of the car to you after legally acquiring it you can do the transfer yourself through a process called alternative or forced transfer.

These are the circumstances under which forced vehicle transfer can be done and the documentation needed for each:

  • Acquiring the vehicle through court order auction. These are the documents needed:
    • A certified copy of valid auctioneer licence
    • Auctioneer registration certificate and KRA PIN
    • Certificate of sale
    • Original purchase receipt
    • KRA PIN and ID of new owner
    • ID or Certification of Incorporation of the new owner
    • Gazette notice and/or newspaper advertisement
    • Sworn affidavit by the applicant
    • Tape lift from DCI
    • Transfer form (Form C)
    • Official letter for request of transfer
    • Original logbook
    • Court order

  • Acquiring the vehicle through bank repossession auction. These are the documents needed:
    • Certified copy of valid auctioneer licence
    • Auctioneer registration certificate and KRA PIN for auctioned vehicles
    • Tender documents for tendered motor vehicle
    • A letter of instruction issued by financial institution appointing the auctioneer
    • Certificate of sale
    • Original purchase receipt
    • Discharge letter from the bank
    • Official letter for request of transfer
    • Original registration certificate
    • Certificate of Incorporation for the bank and auctioneer
    • KRA PIN for auctioneer and bank
    • Letter from the bank showing the highest bidder
    • Sworn affidavit by the institution auctioning
    • Sworn affidavit by the applicant
    • Tape lift from DCI
    • Transfer form (Form C)
    • Newspaper advertisement
  • Acquiring the vehicle through rent distress auction. These are the documents needed:
    • Request letter from new owner
    • Original logbook or police abstract
    • Properly filled Form C stamped by auctioneer
    • Tape lift from DCI
    • Sworn affidavit from a magistrate or advocate
    • Copy of ID and KRA PIN of both the current and previous owners
    • Certificate of registration and KRA PIN of the company
    • Copy of auctioneer licence and registration certificate
    • Certificate of sale
    • Newspaper ad that showed the car was advertised for sale through auction
    • Copy of vesting order
    • Warrant of attachment of movable property
    • Warrant of sale

  • Acquiring the vehicle through police or uncollected property auction. These are the documents needed:
    • A certified copy of valid auctioneer licence
    • Auctioneer registration certificate and KRA PIN
    • Certificate of sale
    • Original purchase receipt
    • Gazette Notice and/or newspaper advertisement
    • Sworn affidavit by the applicant
    • Tape lift from DCI
    • Properly filled and stamped Form C by the auctioneer
    • A copy of the list of the vehicles disposed from the police
    • Official letter for request of transfer
    • Court order authorizing the auction
  • Acquiring the vehicle through succession case. These are the documents needed:
    • A certified copy of the Certificate of Grants and the Schedule of Properties
    • Letter appointing administrators of the estate
    • Original registration certificate (logbook) or police abstract
    • Official letter for request of transfer
    • Certified copy of death certificate by CRS (Civil Registration Services)
    • Tape lift from DCI
    • Transfer form (Form C)
    • Sworn affidavit by the successor
    • KRA PIN and ID of new owner

  • Acquiring the vehicle through court order (disputes). These are the documents needed:
    • Sworn affidavit by the applicant
    • KRA PIN and ID of new owner
    • Tape lift from DCI
    • Transfer form (Form C)
    • Official letter for request of transfer
    • Court order
    • Original logbook
  • The owner cannot be traced. These are the documents needed:
    • A copy of ID or Certificate of Incorporation of the registered owner and new owner
    • Sworn affidavit by the applicant
    • Tape lift from DCI
    • Seller agreement with signed Form C duly filled by the registered owner
    • Official letter for request of transfer
    • Original logbook or police abstract
    • KRA PIN certificate of the registered and the new owner
    • Court order
  • Diplomat to embassy transfer. These are the documents needed:
    • Request letter written by the Embassy or Mission
    • Form A approved by the Ministry of Foreign Affairs
    • Form C approved by the Ministry of Foreign Affairs
    • Customs entry and duty payment receipt
    • Tape lift from DCI
    • Diplomatic ID for both buyer and seller
    • KRA PIN for both buyer and seller
    • Pro 1 B Form
    • Pro 1 C Form
    • Organisation or Embassy PIN
    • Original logbook

If you meet one of the circumstance criteria above and have all the required documents, this is the process of applying for alternative or forced transfer:

  • Step 1: Log into your E-Citizen account and select NTSA Service Portal
  • Step 2: Go to Services and select Alternative/Forced Transfer
  • Step 3: Fill in the required information, and select the type of alternative transfer
  • Step 4: Attach original clear and coloured scanned documents combined as a single PDF file
  • Step 5: Indicate the collection centre and the ID number of the authorised person to collect the logbook, then click submit
  • Step 6: Make payments for the transfer application and inspection services
  • Step 7: Wait for 7 days for verification to be done
  • Step 8: After 7 days, log in to your account and view the inspection booking prompt under notifications. Select the preferred centre and date.
  • Step 9: Present the vehicle for inspection
  • Step 10: Present the original documents to the identified logbook collection centre
  • Step 11: Once the transfer is approved, you will be notified
